Grant Scott is a special kind of state's officer. The chief editor of the Professsional Photographer
Magazine refers to his newly founded on-line "network" as a United States of Photography.  This is not a "social networking" site like Facebook or Xing but more a support network. It is intended to be the first place for working professionals to turn to for help and support.
